That is what i am saying...if u want a PvP, there is an arena provided in each town with the added incentive....no penalties!!! So why leave that & go out & PK???

I would advice something if I were the GM, which I am not. (I think I already told that to Guidemax. He had asked me what I would do in his place. Why should I think of that? I am the player, and I am not the 'Guide').
And one more thing that I ask is, a response. Now, I would like if some GM, atleast PMed me in response to this, and that would atleast let me know that the words have fallen on the GMs ears. What they would do with it, I leave it to them.

You're making a very great assumption that suggestions posted here actually get read by GMs. 
None of em are even active on the forums. Even if an idea can't be implemented, at least they should show some involvement other than deleveling players!
Your police force idea is a good one. I've heard of similar stuff in Eve online, a sci-fi MMORPG. There you have worlds that are categorized on their PK level. The safe worlds have a rating of 4-means no one can kill there. The lowest worlds of 1 are totally unlawful and are free kill zones. 2 and 3 have police NPCs that can come and kill the pker if they happen to be around.
Of course, risk and reward go hand in hand, so the drops and items on lawless worlds are much better than in the lawful ones.
And this kind of system shields new players from dying...as they level up they can go more confidently to the pk areas.
