I know some network stuff.. they have internal LAN connected to their Account Authentication server and repository servers where our account data resides.. but after Authentication is done our data is directed to us thru multiple application servers(if there is many) who acts as an active game map in which we play around.
As far as i can guess, becoz of vast log in and hunting/partying/quests at the same time by almost all the users the application servers are stuck and cant deliver the data .. its simply a matter of serverload, processing speed and other hardwares. GMs cant solve this becoz it would take major hardware improvements/upgrades of the server. nothing to do with bandwidth. coz all the application servers will have its own dedicated bandwidth to serve. so i can hope to stay late tonite to wait for maximum users to log off and then do all my super xp events..

This is quite irritating after the fact that they require a few hours every week for "upgrades"...
I just started playing like 2 days ago, at level 15 atm and as i learn new things, am very enthusiastic abt having them put to the game... but alas this downtime is irritating me off!
