Penalty for ROC 11

Hi GM's
I think u know many people advertise of selling their char/stuff/shues
which is against ROC 11.
But none r penalised .... y dont u penalise them when their acts r against ROC ???

Also update the Penalty for ROC. Thought itz somewhere in forums ... i couldnot find it . So say something on this issue.
