Please bear in mind that you can talk to the guides and the GMs inside the game as well.
I think he means that if characters above lvl 30 but below lvl 100 can anyway go to Hatrel, then why restrict them from teleporting there in the first place? Why dont you set the level restriction to just 30 instead of 100 from the teleporter.
