Atleast
what about the

Cannot Enter from the Other Towns Entrance Rules

Temoz cannot enter from Quantos
and
Quantos cannot enter from Temoz

its a war u cannot enter into a war from other countrys

i guess if u can put LVL restrictions

u can also put nationality restriction
