better way to identify real owner

sir,
from past two months i had a harrowing time proving a3support me real owner at last they believed and gave back my char ofcourse SS and stuff missing for which i have posted another post,
i request a3 to create a system where true owner is immeditly identified, as you people are sending shouts nowadays that selling of accounts is not allowed , i would like to suggest few methods by which you can stop hacking or selling of accounts,
do not allow people to change profile, only thing they can change is secret question and answer, so real owner email phone number is there with address.
make it mandatory for all players to submit their id proff / address proof / indivisually for all accounts they have.
give each player a secret number which he and only he will know and he can quote that number to get immedite response and you people can block the account and also trace who benfitted by accessing the account,
uptill now hackers are taking accounts and stealing stuff , imagine some sick guy hacks a account and
putts all points in either int/dex/vitality / mana
reduce lore to zero ,
resets the ps points
sell the mercenery
my fears these last two months of sleepless nights then that char will be useless
and do you expect people to store when they lvled up the exact date of lvl up , some times we play like zombies for hours together and dont even remember what we did after whole night of play
no one knows my passport / driving license number, if you have my address proff or id proof , i need to just quote my number and v'ola you know who i am ,
if you start doing this no one will buy accounts or infact no one will sell because they know they cannot change personal details in profile and any action by next owner will implicate them.
one more idea
you should have a 24 hour help line via phone where people can call say account id secret number and block the id , that way hacker cannot sell , and the customer care can reset password and give new password ,
if it is a costly affair one i think we are ready to pay more to play the game for better security.
imagine me not playing for two months and then try to login but unable to do so, then if i complain a3support will say sorry late complain or it will say the details you provided are wrong , ??
a3support will ask
last 3 lvl up with dates
last logged in map
last drop
last combination success/ failure
now in two months the hacker has ample time to change everything , then what about the real owner,
apart from key loggers or people casually watching you over the side in a cafe , many high lvls are playing from home for the fear of getting hacked , even then are we secure
please do some thing please help me / us a3 players who spent nearly 5 to 6 hours of valuable time daily leaving day to day life and at the end of two years account hacked it will wreck a persons life.
