How do I get monsters HP bar to show.

I cannot see the monsters hp bar. How do I turn it on? I tried asking ingame and either people don't know or they don't reply.

I spoke to a gm and was told the hp bar is not available. I posted this reply before but it never showed up, so I hope it won't show up later as a double post.
