there will be 1 same quest twice at kaduru and also at yarmo-
"making a ruler"

yup you are right, but both of them have same quests.
i dont know whats wrong in it but theres no harm in it.

there's alot of quests that can be found both in temoz and quanato that are the same prevents the need of having to tp to one or the other town in order to complete or take a certain quest

Yes, But if we change the quests between the towns it gets really complicated to balance the quests between the towns then. Both town people have similar quests to simply this issue. Also some quests may be duplicated but that means they just appear twice in the list. There is no other difference between them.
Can you pls tell me at which level you saw this quest or the Quest Id, so we can fix this bug.

ALL of u got me wrong ...i meant that:
the same quest "making a ruler" is twice when we select quests from npc
i.e in the quest window..there are two SAME quests..
i got this quest at lvl 75..i think the quest id is 1618..

ya, there are 2 listings of "Making a ruler".
really no harm though.
