WTF! I can't move?!

Sometimes when I'm in the game, it lags.. well it's always laaggiiingggg. But when I'm in a new place, my character stops responding to my mouse clicks. It's really wierd. I tried turning down the settings, but it didn't help. Specs:
P4 1.5 GHz
256MB RAM
nVIDIA Riva TNT 2 M64
I know that I have a fairly good, in-the-middle PC requirments. So, what is going on?!
BTW, I'm new to this game.

happens lots of times generally all u can do is reconnect

Happens with me too - especially in s1...
The Reason is - there are lots of monsters there and the server has to send the axis of each and every monster to your client. Then your client processes the data and brings every monster to the axis provided by the server.
Then the client sends your clicked axis to the server and the character moves.
This is why sometimes you see that a character moved to a certain place from a certain place but again see them back at the previous place. This is because the data sent by the client may not have reached the server.
So its basically a network problem not a computer configuration problem
There are two types of lags:
Mostly when it lags - you see everyone stalled - this is either due to client hangup or data not interchanged by server and client for the moment.
Sometimes u see others moving but u are not moving. The reason is that the client is still processing the previous data and your click axis will be processed by the client once the stack is cleared. This is something that depends on your computer configuration. Lowering the settings does help to a little extent when it comes to computer processing
But when it comes to network lag, there is not much lowering the settings can do. Rather there is nothing that lowering the settings will help u with.
Since we are playing in windows (which is undoubtely the worst operating system in the world) you can never claim that since your computer configuration matches the requirements, it will work seamlessly.
There are other background processes in windows like lsass, etc which starts killing cpu power without reason for a certain amount of time in an interval of every two hour.
