SQ 1-3 has nothing to do whatsoever with SQ 1-1 and 1-2. 1-1 and 1-2 are required to do 2-1 and 2-2.
For SQ 1-3 all u need is a scroll, go to vermeden, to the left green dot (i guess its selvab entrance. Then as usual talk to SQ NPC and he will TP u into special SELVARB map where u have to kill hell vonos. (i left it there coz i just went to see whats there in 1-3).

You should also mention that you tried this on a private server, not on A3 india, otherwise everyone will queue up to murder you for spoiling their chances of unlocking Hatrel

hmm so basically killing the bull(rapaka) at the entrance leads u to hatrel..oo the door behind him is hatrel when we login ..so near yet so far..
