Not an expert but i guess downloading the latest .netframework will solve ur issue.

Have you installed the latest DirectX and Graphic card drivers?

Its very simple to resolve this. Kindly install the latest version of Net Frame work and this will be fixed. Also, check A3 India setting before launching the game and set everything low.
