Sad people...why can't they give it to those who've finished 1 and 2 so we can open Hatrel fast?
All must be wanting their names to come on the map window when tping to hatrel, so probably waiting to get 1-1 and 1-2. And going by what I've heard, u just can't do these quests alone.
Why can't they be cooperative n give the scroll ? I definitely would give it free if I found it! Sheesh.

THis reminds me of the old joke about crabs:
