I think it adds more to that specific type of elemental damage . But u should proly ask a higher level mage that they'll know for sure.

There are two types of damages you deal everytime you attack: physical and elemental. Physical damage is the damage from your weapon, and skill in case of mages. If you attack a monster whose defence is higher than your attack, you will deal 0 damage. However, monsters normally have very low elemental defence so the elemental damage on your weapon factors in heavily.
Example: If you do 100 damage and 7/7/7 elemental damage and attack a monster with 300 defence and 0/2/0 elemental defence, you will do 0 physical damage and (7-0)+(7-2)+(7-0) elemental damage. Total damage is the sum of the two.
So adding gems helps a lot when hunting higher lvl monsters. Other classes also have the advantage of elemental skill damage adding to elemental attack and not normal attack as in the case of mages. An archer at lvl 11 with cold arrow, which does +50 ice damage, will do around 50 damage to even a lvl 100 monster!
... I mean mages rock! keep playing mages!

adding more gem to staff or any equipement increases the damage/defence or decreases it.It just random and also depend on the grade and lvl of the item.SO IF U STATISFY WITH THE DAMAGE/DEFENCE STOP ADDING.
NOTE: At perticular time when keep on adding gems the equipement will stop accept the gem.(depending on it grade abd lvl)
