how to increase options in a particular armour part?

guys,gms can u help me out here my g8 seide boots are plain then i tried to add peri in to it fr critical hit evasion which dveloped there
but after that everytime i try to add peri in to it for increasing it it fails what to do?
i am just like getting scared spending 2.6mill again again and again to make it a sucess?
can anyone help me out
the same case is with my pants,gloves what to do?
and it happened more then 5 times pls guz help!!!!
