Q.1. As the Level Break Up

Level 100-120
Level 121-140
Level 141-160

If me and my pair are both 145-145 levels, then would the against pair will also be near 145 levels? or they can b 160 also?
I mean if there will be PVP of 145 levelers against 160 ...
